Portal is proud to announce that the Royal Borough of Greenwich has selected its innovative Family Intelligence Hub solution to optimise the delivery of intensive support to local families in crisis, tackling the full range of problems that are holding them back.

Designed to support multi-source, multi-agency intelligence, Portals Family Intelligence Hub will enable this pioneering local authority to more intelligently identify ‘at risk’ families in need of intervention. It will also enable the streamlined delivery of support to families in need, as the Royal Borough embarks on an ambitious extension of its Families 1st scheme – part of the national Troubled Families Programme.

The Royal Borough initially launched the Families 1st scheme in March 2013 to provide intensive support to hundreds of families within the Borough with serious problems. These problems include social truancy, involvement in crime or antisocial behaviour and major barriers to employment and skills.

In just 12 months the lives of 56% of the families identified as needing help had been successfully ‘turned around’ – an outcome that put the Royal Borough ahead of the national average for programme performance.

The Royal Borough is determined to build on this success to support even more families and concentrate on new areas including domestic violence and abuse, debt problems (including housing rent arrears), parents and children with health problems, and children at risk of being taken into care.

The Family Intelligence Hub, a Troubled Families solution designed by Portal and powered by IBM, will assist the Royal Borough in Troubled Family data acquisition, identification, investigation, reporting and prevention. Enabling the local authority to acquire a ‘whole family view’ across all authority services and instantly identify ‘at risk’ families using pre-defined queries.

“By concentrating on the whole family, key workers and the wider team will be better positioned to deliver the intensive support at risk families need to make a better future for themselves and their children,”
said Lucinda Hibberd, Troubled Families Coordinator at the Royal Borough of Greenwich.

“Portal’s Family Intelligence Hub will help significantly reduce the time taken to identify a family of interest and enable us to more efficiently allocate resources to such families,” she continued.

Portal’s solution makes enhanced collaboration and intervention planning between the extended Families 1st team and its partners possible as they strive to help families to tackle issues head on. It will also deliver the comprehensive KPI reporting needed to better monitor the scheme’s outcomes and impact.

“The Royal Borough has already established a successful track record in helping to turn around the lives of troubled families and tackle big problems locally,” said Ali Bahzad, Troubled Families Lead at Portal.

“Now, with Portal’s help, the Borough will be able to enhance how the extended Family 1st team works and collaborates, utilising shared intelligence to keep everyone in the picture.”

“As the Royal Borough spearheads the next expanded stage of its programme, our solution will enable the faster identification and more comprehensive monitoring of at risk families. What’s more, the local authority will now be armed with predictive intelligence capabilities that enable the identification of new and emerging trends within the Borough."
